MINUTES OF ANNUAL TOWN AND SCHOOL MEETING

MARCH 2, 1999 WILLIAMSVILLE GRANGE HALL
The meeting was called to order by Moderator Fred Houston at 9:00 A.M.and the polls were declared open by Town Clerk, Sandra Dowley. The Moderator led us in the Pledge of Allegiance. He then intro-duced Senator Peter Shumlin and Representative Dan Darrow. They in turn under the direction of Moderator Houston gave their opinions of Doyle Poll in "yes or no" replies. Both politicians supported the Act 60 program and seemed to agree on the majority of answers. The Brookline Bridge Project was the topic of most of the discussion, Representative Darrow explained there are possibilities of State financial backing if the Town agrees to turn the bridge over to the State. The State views this bridge as having historical value and would prefer to have it refurbished versus building a new bridge. Former Town Selectman Greg Record raised his concerns that the State will renig on this offer two to three years down the road.

The Moderator then made the following announcements:

1. Rabies Clinic will be held March 13, 1999 at the NewBrook Fire Station 10:00 A.M. to 1:00 P.M.
2. Reminder from the Town Clerk dog licenses are due April 1, 1999.
3. There are several informmational sheets on the stage available to be reviewed or filled out.
4. Thank you given to retiring Town Clerk Sandra Dowley for all her years of work for the town.
5. People were reminded to state their names before speaking on a matter.
The Moderator then read the warning for the meeting.

ARTICLE 1: To elect all necessary Newfane and Town School District Officers for the ensuing year. (Voting on this Article to be by Australian ballot from 9:00 A.M. to 7:00 P.M.).

The following Town and School officers were elected:

ARTICLE 2: To see if the Town and the Town School District will accept the annual report of the Auditors and other Town Officers.
Motion made and seconded to accept this article.

ARTICLE 3: To see what salaries and expenses the Town and the Town School District will vote to pay it's Officers for the ensuing year.
Town Clerk-$10.08/hour
Town Treasurer-$10.08/hour
Listers-$9.00/hour
Other Elected Officals-$6.50/hour
School Treasurer-$10.08/hour
School Board Members-$6.50/hour
Mileage reimbursement at 0.17 cents per mile

Motion made and seconded to accept this article.

ARTICLE 4: To see if the Town School District will vote to authorize the Selectmen and the School District to borrow in anticipation of Federal and State Monies to be allocated to the Town and the Town School District.
Motion made and seconded to accept this article.

ARTICLE 5: To see of the Town will pay taxes for the ensuing year on a quarterly basis, due on the 15th of August, October , January and April and that the charge of interest be at the maxium legal rate of 1% per month for the first three months and 1.5% per month for each month thereafter until paid.
Motion made and seconded to accept this article.

ARTICLE 6: To see if the Town will encourage the Delinquent Tax Collector to develop a well-defined policy for collecting delinquent taxes. There was much discussion on this article. Michael Rohan, Chairperson for the Select Board explained the reason for this request as Newfane delinquent tax total seems to be much higher than other towns and a policy could be used by the Collector as a standard procedure as suggested by the Town, There is a policy on Page 34 in the Town Report drawn up by the Tax Collector.
The motion was made and seconded to accept this article.

ARTICLE 7: To see if the town will encourage the Delinquent Tax Collector to enter into an agreement with the town to be paid an hourly wage for collecting taxes in lieu of fees and that the fees be returned to the town treasurer.
After a lengthly discussion among everyone Delinquent Tax Collector wanted it noted that she was against this article explainging that she takes alot of work home with her and doesn't charge for this time. Also as other voters pointed out it would be unrealistic to convert the job to an hourly wage and she was praised by many for doing a great job. A paper vote was called for there were 107 ballots cast 68nos and 39 yes.
The article was defeated.

ARTICLE 8: To see if the Town will authorize the Board of Selectmen to sell or otherwise convey property acquired through tax sale proceedings.
Motion was made and seconded to accept this article.

ARTICLE 9: To see if the Town will appropriate $500. to the Windham Central Community Outing Club.
Motion was made and accepted to accept this article.

ARTICLE 10: To see if the Town will appropriate $2700. to Early Education Services (in the budget).
Motion was made and seconded to accept this article.

ARTICLE 11: To see if the Town will appropriate $2,723. to Rescue, Inc. (in the budget);
Archer Mayor praised Rescue, Inc. on the continued excellent service they provide.
Motion was made and seconded to accept this article.

ARTICLE 12: To see if the Town will appropriate $2,721. to Visiting Nurse Alliance of Vermont and New Hampshire (VNA of Southeastern Vermont and the SOuthern Vermont Home Health Agency) [in the budget].
Motion was made and seconded to accept this article.

ARTICLE 13: To see if the Town will appropriate $2,332. to the Valley Health Council (in the budget).
Motion made and seconded to accept this article.

ARTICLE 14: To see if the Town will appropriate $2,500. to the Otis Health Care Center Inc. (in the budget).
Thanks was given to everyone for their help and generosity during the year by Neil Pelsue on behalf of Otis Health Care Center INc.. He also wished to remind everyone that this August will be their 50th Anniversary and invited all to join in the festivities on Hospital Fair Day.
Motion was made and seconded to accept this article.

ARTICLE 15: To see if the Town will raise taxes in the amount of $65,000. to be added to the Capital Reserve Fund to be used for future Capital needs.
Motion was made and seconded to accept this article.

ARTICLE 16: To see if the Town will vote to authorize capital fund expenditures in the amount of $177,978. as proposed in the Capital needs plan for Fiscal Year 2000, with $119,728 to be used from the capital reserve funds.
Motion was made and seconded to accept this article.

ARTICLE 17: To see if the Town will vote to authorize the Selectmen to borrow up to $53,250. for Capital needs.
Motion was made and seconded to accept this article.

ARTICLE 18: To see if the Town will vote to raise and appropriate the sum of $740,818. for the Town and Highway expenditures for the ensuing year.
The article was accepted with an amendment of $1,678. added to the original amount requested bringing the total up to 742,496..

ARTICLE 19: To transact any other business that mey legally come before the Town,
Moderator Houston gave thanks on behalf of the Town to Ed Druke, Sr. his many years of service to the Town serving on the Select Board.
The Green Iron Bridge that connects Brookline and Newfane is in dire need of repair was the topic of a lengthly discussion. It was finally decided after a standing vote with 111 voting there were 95 yes and 16 nos that the Board of Selectmen should continue the project of seeking rehabilitation of the bridge and work with the State and Town of Brookline.
John Spicer requested a show of hands from the post office boxholders of South Newfane and Williamsville if they were in favor or against the post office being located in the Village of Williamsville. There were 33 votes cast all in favor.

ARTICLE 20: To see if the Town School District will authorize the School Directors to budget $6,500 to be included in the Capital Budget.
The motion was made and seconded to accept this article.

ARTICLE 21: To see if the Town School District will authorize operational fund expenses in the amount of $2,542,555. for the coming year.
Bruce Rosow made the motion to increase the amount by $5,100. to help the teachers with supplies needed and encourage them to upgrade the pupils' reading skills, as well he feels their science books need to be updated.
The motion was made and seconded to accept this article with the following amendment to increase the amount of $2,542,555. by $5,100. bringing the total to $2,547,655..

ARTICLE 22: To transact any other business that may legally come before the Town School District.
Thanks were given to Win Clark and Hilary Cooke for the time served on the School Board.
Carol Hesselbach noted two students from Leland & Gray Union High School scored in the top 2% in a National Scholastic Test.

Motion was made and seconded to adjourn the meeting at 11:59 A.M.
All were in favor of the motion and so voted.
