FOR THE 2007 ANNUAL NEWFANE TOWN MEETING AND
ANNUAL NEWFANE SCHOOL DISTRICT MEETING

The legal voters of the Town of Newfane, Vermont and the Town School
District of Newfane, Vermont, are hereby notified and warned that,
pursuant to Title 17 VSA, Section 2655, they are to meet at the Williamsville
Hall, in the Village of Williamsville, Vermont on Tuesday, March 6,
2007 at 9:00 a.m. to act upon the following Articles, to wit:
ARTICLE 1: To elect all Newfane Town Officers and
Newfane Town School District Officers as required by law for the ensuing
year. (Voting on this article to be by Australian Ballot from 9:00
a.m. until 7:00 p.m.)
ARTICLE 2: To see if the voters of the Town and
the Town School District will accept the annual report of the Auditor
and other Town Officers.
ARTICLE 3: To see what salaries and expenses the
Town and the Town School District will vote to pay its Officers for
the ensuing year.
Town Clerk - Salary of $26,840, based on 40 hours per week
Town Treasurer - Salary of $26,840, based on 40 hours per week Listers
- $10.00 / hour
Other Elected or Appointed Officers - $7.53/ hour
School Treasurer - $12.90/hour
Mileage reimbursement at 34 cents per mile
ARTICLE 4: To see if the voters of the Town and
the Town School District will vote to authorize the Selectmen and
the School District to borrow money in anticipation of taxes and in
anticipation of Federal & State Monies to be allocated to the
Town and the Town School District.
ARTICLE 5: To see if the voters of the Town will
pay taxes for the ensuing fiscal year on a quarterly basis, due on
the 15th of August, October, January and April; and that the charge
for interest be at the maximum legal rate of 1% per month for the
first three months and 1.5% per month for each month thereafter until
paid.
ARTICLE 6: To see if the voters of the Town will
authorize the Board of Selectmen to sell or otherwise convey property
acquired through tax sale proceedings.
ARTICLE 7: Shall the Town of Newfane vote to approve
that the Office of the Treasurer and Town Clerk who work 40 hours
a week, receive the same benefit of personal/sick time as the other
full time town employees (Highway Dept. and Administrative Assistant)
do.
ARTICLE 8: Shall the voters of the Town of Newfane
vote to allow the use of a vote tabulating machine.
ARTICLE 9: Shall the Town of Newfane, effective
in 2008, cease electing five (5) Trustees of the Moore Free Library
Building Fund by Australian Ballot to oversee the trust established
by the Will of Mrs. Philura Moore and direct the Newfane Selectboard
to annually appoint the then current members of the Moore Free Library
Board of Trustees to oversee that trust?
ARTICLE 10: Shall the voters of the Town of Newfane
advise the President, Congress and Vermont’s state and federal
office holders that Newfane and its citizens strongly support the
men and women serving in all branches of the United Armed Forces in
Iraq and believe that the best way to support them is to bring each
and every one of them home now and take good care of them when they
get home.
ARTICLE 11: To see if the voters of the Town will
vote to raise and appropriate the sum of $2,000 (Two-thousand dollars)
for the South Newfane Community Association.
ARTICLE 12: To see if the voters of the Town will
vote to raise $4,025 by taxation for the Visiting Nurse Association
& Hospice of Vermont & New Hampshire (VNA of Southeastern
Vermont and the Southern Vermont Home Health Agency). [In the budget]
ARTICLE 13: To see if the voters of the Town will
vote to raise $2,700 by taxation for Early Education Services. [In
the budget]
ARTICLE 14: To see if the voters of the Town will
vote to raise $2,604 by taxation for the Valley Health Council. [In
the budget]
ARTICLE 15: To see if the voters of the Town will
vote to raise $2,500 by taxation for Grace Cottage Foundation, which
supports the services of the Otis Health Care Center, including Grace
Cottage Hospital and Emergency Room, Grace Cottage Family Health Services,
Heins Home Community Care Home and the Bock EMS Training Center. [In
the budget]
ARTICLE 16: To see if the voters of the Town will
vote to raise by taxes the amount of $75,000 to be added to the Capital
Reserve Fund to be used for future Capital needs.
ARTICLE 17: To see if the voters of the Town will
vote to authorize capital fund expenditures in the amount of $298,127
as proposed in the Capital needs plan for Fiscal Year 2008, with $160,000
to be used from the capital reserve funds.
ARTICLE 18: To see if the voters of the Town will
vote to authorize the Selectmen to borrow up to $136,127 for Capital
needs.
ARTICLE 19: To see if the voters of the Town will
authorize Town and Highway operational expenditures in the amount
of $1,053,628 for the coming year.
ARTICLE 20: To transact any other business that
may legally come before the Town.
ARTICLE 21: Shall the voters of the Town of Newfane
authorize the Board of School Directors to apply for a loan from the
Drinking Water State Revolving Fund Program and borrow an amount not
to exceed $45,000 for the water system improvements.
ARTICLE 22: To see if the voters of the Town School
District will authorize operational fund expenses in the amount of
$1,735,899 for the coming year.
ARTICLE 23: To transact any other business that
may legally come before the Town School District.
