MINUTES - SPECIAL MEETING OF THE NEWFANE SELECTBOARD
DECEMBER 5th, 2006
NEWFANE TOWN OFFICE
PRESENT:
Selectmen: Patricia Halloran, Joseph Mandell, Hendrik van Loon, and
Christopher Williams
Absent: Daniel DeWalt
Also Present: Doris Knechtel, Administrative Assistant
1. CALL TO ORDER
The Special Meeting was called to order at 6:35 p.m. by Chairman van
Loon.
2. REVIEW AND DISCUSSION OF PRELIMINARY NEWFANE PERSONNEL POLICY PROPOSAL
In a general statement, Chairman van loon spoke of the organization
of the Leaves of Absence to be under one main category with subsections
for General Policy, Holidays, Vacations, Sick/Personal, Jury Duty,
Military Leave and Parental & Family Leave. The Selectboard reviewed
the proposed Newfane Personnel Policy beginning on page #18, starting
with Section 15: Parental and Family Leave G. New wording was suggested
by P. van Loon for this ¶. Board members made a few changes to
the wording. Section 16: B. Holidays There was much discussion about
which holidays to provide and if there should be any additional ones
to be considered. No decisions were made. The Board will discuss it
again at the December 7 meeting. Section 16: C. Vacations After discussion
it was decided to change four weeks vacation to 12 years and to add
five weeks after 20 years. It was also discussed have the Highway
Crew take vacations from April 1st to December 1st, unless there is
an approved waiver by the BOS/Supervisor. Also vacations to be taken
in no more than 2 week increments. It was noted that the Town Clerk
and the Town Treasurer received the holiday, health and retirement
benefits by vote at previous Town Meetings but not the current personal
time. Section 17: Pay Plan There was some discussion regarding the
lunch breaks and overtime pay after 40 hours. There may also be a
need to include a section on definitions. Review of the personnel
policy will continue at a Special Meeting to be held on Monday, December
18th beginning at 6:30 p.m.
3. TO TRANSACT ANY OTHER BUSINESS THAT MAY LEGALLY COME BEFORE THE
SELECTBOARD
The Selectboard discussed the Health Benefit changes that are coming
up at the end of the year. Board members have received BCBS of VT
from various brokers, and spoke to Northern Benefits on 12/04/06.
The prices for the VLCT CIGNA have not yet been received. When the
prices are received a price comparison of similar coverages will be
put together for the Board.
4. ADJOURNMENT
Motion was made by P. Halloran and seconded by J. Mandell to adjourn
the meeting at 8:50 p.m. All in favor.
