Board of Selectmen Meeting Minutes

MINUTES - SPECIAL MEETING - BOARD OF SELECTMEN
NOVEMBER 14th, 2000
NEWFANE TOWN OFFICE

Any and all corrections to the following minutes will be made at the 11/16/00 Board of Selectmen's Meeting and are considered unapproved until then. Corrections will be noted in the minutes of that meeting.

PRESENT:
Selectmen: Mike Rohan, Jesse Anderson, Richard Dowley and Carter Van Iderstine.
Absent: Lynn Bedell

1. CALL TO ORDER
The Special Meeting was called to order at 5:47 p.m. by Chairman Michael Rohan.

2. DISCUSSION AND DECISION ON BIDS FOR PAVING OF FLOOD SECTION OF SOUTH WARDSBORO ROAD (TH#1) - PHASE III
The following bids were received for the paving of the flood damaged section of South Wardsboro Road (TH#1) at the afternoon meeting with Wm. Noyes, District #2 Technician.

Wm. Noyes has recommended Labrie Asphalt from Easthampton MA. Their plant will be open until mid-December. Their bid does not appear to include the side dressing, but there is enough money allotted for that application. The amount allocated within the FEMA funds is $100,693.
Motion was made by M. Rohan and seconded by R. Dowley to award the bid for the paving of South wardsboro Road (TH#1) flood damaged section to Labrie Asphalt & Construction of Easthampton, MA for the amount of $91,352. Unanimous.

3. TO TRANSACT ANY OTHER BUSINESS THAT MAY LEGALLY COME BEFORE THE BOARD OF SELECTMEN

A. A request for advance FEMA funds for the large flood projects in the amount of $158,427. Motion was made by J. Anderson and seconded by R. Dowley to sign and send the request advance funding for the large flood projects in the amount of $158,427. Unanimous.

B. Cathy Barrows of the Windham County Humane Society explained that the holding period for animals at the WCHS pound depends on what the towns are willing to pay. If a community is only willing to pay for 7 days, it does not mean that the animal will be put to sleep. They try to find the rightful owners or have the animals adopted. Motion was made by J. Anderson and seconded by C. Van Iderstine add a maximum of 14 days for holding dogs and cats brought to the Windham County Humane Society pound. Unanimous.

C. J. Anderson has looked at the problem of a leak at the Williamsville Hall by the lift door and has come up with a solution that the Draft Detective will be asked to do. The suggestion has been made to add a _" thick pressure treated strip in front of the door to be screwed down and chalked around it.

D. A copy of the legal briefs submitted by Timothy O'Connor, Esq's office on behalf of his clients D. & L. Miller to the VT Supreme Court have been received. Attorney Jane Krochmalny will be preparing materials for Newfane within 20 days or she may ask for an extension.

4. ADJOURNMENT
Motion was made by C. Van Iderstine and seconded by J. Anderson to adjourn the meeting at 6:00 p.m. Unanimous.
