MINUTES - SPECIAL MEETING - BOARD OF SELECTMEN
OCTOBER 17th, 2005
NEWFANE TOWN OFFICE
PRESENT:
Selectmen: Piet van Loon, Priscilla Cotton, Dan DeWalt, Patricia Halloran,
and Gary Katz.
Also Present: Andy Rosen of the Brattleboro Reformer, and Doris Knechtel,
Administrative Assistant
1. CALL TO ORDER
The Special Meeting was called to order by Chairman Piet van Loon at 5:30
p.m.
2. REVIEW AND DISCUSS FLOOD REPAIRS TO DEPOT ROAD
The purpose of the meeting was for the Board members to review and discuss
the proposals received for the repair of the section of Depot Road (TH#2)
that was washed out by recent heavy rains. The road is currently closed
to through traffic. Two proposals have been received. One from Fitzpatrick
Excavating of Wardsboro for $116,500 and the other from Renaud Brothers
of Vernon for $150,000. Chairman P. van Loon spoke with each contractor
and they propose to dig out the material that is in the way, stabilize
the embankment with large rip rap and drainage, and reinstall guardrail.
One proposal did mention paving, next year, and the use of geotextiles.
Other questions that need to be answered are the availability of funding
from the state for emergency funds, if engineering is required and the
anticipated time to complete the project. Chairman van Loon did write
a letter to the land owner involved to seek permission to go onto his
property to make the necessary repairs.
Motion was made by G. Katz and seconded by P. Halloran that accept the
proposal submitted by Fitzpatrick Excavating & Crushing in the amount
of $116,500 pending the response regarding the paving and use of geotextiles
questions. If answered to the town=s satisfaction, Chairman P. van Loon
will have the authority to go ahead with the project. Unanimous.
The question was raised about the breakdown of the paving contract with
Lane Construction for Depot Road (TH#2) and Grimes Hill Road (TH#5). TH#2
- $54,600 and TH#5 - $13,992. If there are no state funds, the town will
have to find the monies or borrow to pay for the project.
3. TO TRANSACT ANY OTHER BUSINESS THAT MAY LEGALLY COME BEFORE THE MEETING
A. Chairman van Loon called the Boards attention to various times to review
before coming to the meeting of 10/20 on Thursday.
B. G. Katz expressed a concern of John Spicer=s regarding the intersection
of Grimes Hill Road (TH#5) with Vermont Route 30. With the additional
detour traffic, motorists are not staying in correct lane when making
the turn onto TH#5 from VT Route 30. J. Spicer is suggesting installing
some flexible poles on the center lines. The majority of the Board was
not in favor of this suggestion. It was also suggested that the Grimes
Hill Road (TH#5) 911 road sign have larger letters.
C. There was a brief discussion of the meeting that Chairman van Loon
had with the Highway Crew regarding the single axle truck bids and their
opinion as to the preferred vehicle purchase.
4. ADJOURNMENT
Motion was made by D. DeWalt and seconded by G. Katz to adjourn the special
meeting at 6:10 p.m. Unanimous.
