NOTES - SPECIAL MEETING
REGARDING THE TH#1 FLOOD AUDIT
SEPTEMBER 30th, 2002

1. CALL TO ORDER
The purpose of the meeting is to go over the open questions on the South
Wardsboro Road (TH#1) Flood Audit beginning at 10:00 a.m.
2. SOUTH WARDSBORO ROAD (TH#1) FLOOD AUDIT
The open questions on the South Wardsboro Road (TH#1) flood repair Phase
II audit package was discussed. The phases of the project were reviewed.
Phase I was damaged blacktop removal and rough grading to facilitate traffic.
Phase II was the rebuilding of the road. Phase III was to blacktop to
new construction.
F. Costello explained that the largest open question was the lack of documentation
of the bid process for phase II. P. Gould was present at the pre-bid site
visit on 10/05/00. He explained that all of the phase I bidders were present
and reviewed the work scope. Each received a bid package. These included:
Bazin Brothers, Cersosimo Industries, Gurney Brothers, Zaluzney, Fitzpatrick
Excavating, Farnsworth Construction and Daniels Construction.
Board of Selectmen's meeting minutes record that the bids were opened
on 10/10/2000 due to the lateness of the construction season. Fitzpatrick
Construction was the only bidder.
The other open questions concerned the quantities and types of gravel
used. There were also questions about the number of culverts and the treatment
of the inlets of these culverts (head walls). All of these questions were
discussed and sound technical justifications were determined for each.
Fred Costello of FEMA agreed to document these justifications in his submittals.
Some of the observations during the meeting:
* D. Knechtel noted that the original estimated quantity of bank run gravel
was 7,500 cubic yards.
* P. Gould noted that the thickness of the blacktop changed from about
12" per flood to about 4.5" as-rebuilt.
* Peter Boemig noted that the notations on the SVE drawings of Existing
Grade and Final Grade mean Pre-Flood and Post-Repair. These grades were
taken from the top of the asphalt.
* The differences between the Existing and Final Grades were characterized
by P. Boemig (SVE) as very minor tweaks.
* A review of the drawings showed that the SVE drawings do not show the
addition of the so-called lateral culvert. This culvert will need to be
shown on the drawings in
order for the Environmental Review to be completed, which it must be because
this is a change in the project. This is according to F. Costello in consultation
with other FEMA personnel in the Boston office whom he contacted during
the meeting. This was the only culvert not shown on the drawings.

1. CALL TO ORDER -
1:00 p.m.
The purpose of the meeting was to have P. Thomas of FEMA review the South
Wardsboro Road (TH#1) plans prepared by P. Boemig of Southern Vermont
Engineering for environmental clearance.
2. SOUTH WARDSBORO ROAD (TH#1) FLOOD REPAIR PLANS
Peter Thomas of FEMA Environmental, reviewed the plans prepared by P.
Boemig of SVE as they relate to the drainage. It seems that there were
14 culverts approved on the original PW for the project and a total of
18 were installed. P. Boemig submitted a hydraulic study to Mr. Thomas.
D. Knechtel submitted a list of culverts that were installed with their
station numbers. Two culverts were swapped at station 31.50 and 33.25
and an additional CPEP culvert of 24" X 124' , which is not on the
revised plans, was added to the ditchline. Mr. Thomas reviewed the reasons
for the number of culverts installed and the reasons with P. Boemig and
J. Gray. The three of them then went to visit the site. When Mr. Thomas
returned, he indicated that he approved of the total 18 culverts that
had been installed with the explanations given.
