Board of Selectmen Meeting Minutes

Any and all corrections to the following minutes will be made at the 09/20/01 Board of Selectmen's meeting and are considered unapproved until then. Corrections will be noted in the minutes of that meeting.

MINUTES - SPECIAL MEETING OF THE BOARD OF SELECTMEN
SEPTEMBER 14th, 2001
NEWFANE TOWN OFFICE


PRESENT:
Selectmen: Mike Rohan, Jesse Anderson, Fred Bacon, Lynn Bedell and Richard Marek.
Absent: Lynn Bedell and Fred Bacon.
Also Present: Doris Knechtel, Administrative Assistant.

1. CALL TO ORDER
The Special Meeting was called to order at 3:10 p.m. by Chairman Mike Rohan.

2. DRAFT CONTRACT FOR REAPPRAISAL - PATRIOT PROPERTIES
William A. Krajeski of Patriot Properties was unable to attend the scheduled meeting as he attended a convention in Florida earlier in the week and all airline flights have been canceled due to the terrorist attack on the United States. He will call this next week to schedule another meeting.

3. PAY ORDERS
Motion was made by J. Anderson and seconded by R. Marek to sign the Accounts Payable Warrant #6 for Fitzpatrick Excavating in the amount of $26,135.00 for Steep Way (TH#21) flood work and for VMERS in the amount of $1,429.91 for a total of $27,564.91. Unanimous.

4. OTHER BUSINESS
A. Town Treasurer, Shelbajean Hescock, prepared information regarding transfer of funds to and from various accounts for the Board to approve. Motion was made by J. Anderson and seconded by R. Marek to approve of the transfer of $16,916.00 from the Capital Account to the General Cash Account; to transfer $2,353.00 from the Village Tree Fund to the General Cash Account; and to transfer $691.33 from the Williamsville Hall Improvement Fund to the General Cash Account. Unanimous.

B. M. Rohan received a call from Richard Thibodeau of the United States Postal Service inquiring the position of the Board on the South Newfane/Williamsville Post Office parking. A more detailed design of the post office plan showing the signs, striping and curbing will be sent to the Board. The four color choices for curbing are yellow, orange, concrete and neutral/brown. Board members present felt that even though yellow is the traditional color, the concrete would be best as it could be painted if necessary. Mr. Thibodeau will also be sending a list of future plans for the post office that they hope to implement as more funding becomes available. As far as the No U-turn signs, if the town feels they are necessary, then the town may install them. Not all Board members present agreed that the No U-turn signs are needed.

Mr. Thibodeau also discussed with M. Rohan a copy of a letter he recently received from C. Bergmann that was sent to U.S Senator James Jeffords, U. S. Representative Bernard Sanders and to Emily Wadhams of Historic Preservation. M. Rohan prepared a draft letter from the Board to those receiving Mr. Bergmannıs letter to let them hear the Board of Selectmenıs point of view. The Board will discuss the draft letter at their meeting of September 20th.

C. R. Marek that the town should put together a plan for traffic calming ideas for the town and have an incremental approach to getting some of the markings in the highways taken care of soon. For the marking on VT Route 30, Bill Noyes will be contacted about approach to take and who else needs to be contacted within the state VTrans.

Windham Regional Commission will be contacted about the results of traffic study statistics that were collected on Dover Road (TH#2) and South Wardsboro Road (TH#1) recently.

5. ADJOURNMENT Motion was made by R. Marek and seconded by J. Anderson to adjourn the Special Meeting at 3:35 p.m. Unanimous.
