MINUTES - SPECIAL
MEETING OF THE BOARD OF SELECTMEN
AUGUST 29th, 2002
NEWFANE TOWN OFFICE
PRESENT:
Selectmen: Richard Marek, Jesse Anderson, Lynn Bedell, Gary Katz and Piet
van Loon
1. CALL TO ORDER
The Special Meeting was called to order at 6:05 p.m. by Chairman Richard
Marek.
2. OPENING OF BIDS FOR BUILDING DEMOLITION
The Board members reviewed the "Scope of Work", prepared by
P. van Loon, which served as a basis for the submission of bids. P. van
Loon reported on the activities to date relative to the project and reported
it as ready for the demolition itself. Motion was made by R. Marek and
seconded by L. Bedell to approve actions taken and expenditures encumbered
to date by P. van Loon and to authorize his serving as project manager
for the balance of the project. Unanimous.
The following bids were received for consideration of the demolition of
the dwelling at 44 Steep Way, now owned by the town.
Twin State Excavating Saxtons River, VT $ 15,480
Steve Hamilton Windham, VT $ 25,820
The Board discussed the bids and the possibility of rebidding to obtain
an additional feel for whether prices are realistic. The deadline imposed
by the agreement with FEMA is the main reason not to re-advertise. Motion
was made by J. Anderson and seconded by L. Bedell to accept the Twin State
Excavating bid in the amount of $15,480. In favor: R. Marek, J. Anderson,
L. Bedell and P. van Loon. Opposed: G. Katz. Motion passes.
P. van Loon will contact Twin State Excavating to confirm the contract
and arrange for a start-up time for the work to begin. He will also contact
the unsuccessful bidder and send a memo to landowners and residents in
the area to notify them of the project.
3. SIGNING OF NOTE WITH CHITTENDEN BANK
Motion was made by R. Marek and seconded by P. van Loon to borrow $35,000
from the Chittenden Bank at the annual rate of 2.5%. The amount is the
balance of the original $100,000 note after recent payment of $65,000.
Unanimous.
4. ADJOURNMENT
Motion was made by R. Marek and seconded by G. Katz to adjourn the Special
Meeting at 6:44 p.m. Unanimous.
