NOTES - SPECIAL MEETING
OF THE BOARD OF SELECTMEN
JUNE 26th, 2002
BRIDGE #32 - BRUCE BROOK ROAD (TH#21)
PRESENT:
Selectmen: Richard Marek and Piet van Loon
Absent: Jesse Anderson, Lynn Bedell and Gary Katz.
Also Present: Floyd Roberts, District #2 Administrator, Peter Thomas representative
from FEMA, Jeff Martin of Bazin Brothers, James Gray, Road Foreman and
Doris Knechtel, Administrative Assistant.
1. CALL TO ORDER
The purpose of the meeting is for FEMA to check on the scope of the improved
project for the replacement of Bridge #32 on Bruce Brook Road (TH#21).
(2:30 p.m.)
2. PETER THOMAS - FEMA REPRESENTATIVE
The Bridge replacement project is now considered an Improved Project and
must be approved by FEMA prior to construction to ensure completion of
the appropriate environmental or historic review. The original project,
which resulted in damage from the flood of July 2002, was to have been
a repair for the amount of $9,000 from FEMA.
Plans submitted by Daniels Construction did not meet general standards
in bridge construction. The plans were revised by Daniels Construction
and the new abutment design is structurally inadequate which would result
in FEMA or State funds not being used to construct the bridge as proposed.
Bazin Brother's Trucking, Inc. submitted a plan that P. Thomas from FEMA
reviewed to determine the scope of work. The Bazin design calls for the
installation of a new 14' X 7' precast concrete con-span arch with associated
wing-walls. P. Thomas inquired about the cut and fill amounts. He also
asked that the stone wall, if disturbed, be reset back to its original
placement.
P. Thomas indicated that the time schedule would be at least a week to
review the scope of the improved project and the environmental and historic
issues by FEMA and then Rich Tetreault of VTrans will need some review
time before state and FEMA funds are determined for the project. Mr. Thomas
took some photographs to determine if there are any environmental issues
involved with the scope of the project.
3. ADJOURNMENT
The Special Meeting was adjourned at 3:30 p.m.
