MINUTES -
SPECIAL MEETING OF THE BOARD OF SELECTMEN
MAY 29th, 2002
NEWFANE TOWN OFFICE
PRESENT:
Selectmen: Jesse Anderson and Piet van Loon
Absent: Lynn Bedell, Gary Katz and Richard Marek.
Also Present: Floyd Roberts, District #2 Administrator, James Gray, Road
Foreman and Doris Knechtel, Administrative Assistant.
1. CALL TO
ORDER
The Special Meeting was called to order at 10:00 a.m. by Vice-Chairman
Piet van Loon.
2. ANNUAL MEETING - DISTRICT #2 ADMINISTRATOR
Floyd Roberts, District #2 Administrator, was present to fill in for William
Noyes who was unable to attend. The preliminary figures for the Annual
Highway Financial Plan for Newfane Fiscal Year 2003 were prepared by D.
Knechtel according to 19 VSA § 306(e). The figures were compiled
from the highway budget passed at the recent Town Meeting and the Capital
Budget and plan. The information is used to determine funds to be allocated
for the various highway programs.
The amount to be received from the state for the Newfane Class 2 and Class
3 roads is expected to be $119,867.86, about what was originally anticipated.
The amount to be raised in taxes for the town highways is $294,232.14,
plus $26,500 from the Capital budget for a total amount of highways expenditures
for Fiscal Year 2003 of $440,600, including the capital amount. As there
is not a quorum of the Board members present, the approval of the Annual
Town Financial Plan for Town Highways will have to wait until the meeting
of June 6th.
F. Roberts inquired about the proposed South Wardsboro Road (TH#1) project.
It is proposed to widen a narrow area that consist of a curve, a rock
outcropping and a house close to the road. J. Anderson indicated that
the town is looking for a step by step “cook book” plan for
the planing and completion of such a project. Some areas to be considered
are engineer’s plans, determination of the legal right of way and
the center line of the road, materials needed and permission from the
landowner.
3. OTHER ROAD BUSINESS
A. Signs - J. Gray brought up some state signs off of Route 30 that need
to be replaced; a Stop Ahead sign on Depot Road and a Stop Sign on Upper
River Road has been damaged. These signs are the responsibility of the
state to replace.
B. Bridges - J. Gray indicated that the state is currently inspecting
the town bridges over 20' in length. J. Gray asked when Bridge #19, the
Brookline/Newfane bridge, is going to be paved over as a short term solution.
Patching of the bridge has been done by Newfane and it is on an ongoing
problem. The historic metal truss bridge is owned by the state. Bridge
#49, the Green Iron Bridge in South Newfane, is another historic metal
truss bridge that is owned by the state. The membrane that was applied
over the wooded deck is not working. Wm. Noyes has had someone look at
it. The state is also responsible for other than general maintenance.
F. Roberts indicated that he has not yet been notified of the highway
budget and funding to be available.
F. Roberts has spoken with Richard Tatro of FEMA regarding the replacement
of Bridge #32 on Bruce Brook Road (TH#21). The replacement will need to
wait until the environmental review has been done. Daniels Construction
has been awarded the bid for the project.
Wm. Noyes has reviewed the damage to the covered bridge (CB#17) and has
a report, which the town has not yet received. The damage is aesthetic
but not structural.
C. Inventory - F. Roberts was asked about the status of the inventory
program that Wm. Noyes indicated he would work with the towns on. An inventory
is to be done by the towns of the culverts and their locations. He was
not sure when W. Noyes would be back with the towns, but he did get some
information to indicate that WRC will be making GIS available to the towns,
which could help with the location of the culverts.
4. REVIEW FLOOD INFORMATION
The flood reports have been completed with the exception of Steep Way
(TH#21) and South Wardsboro Road (TH#1). A summary sheet was also compiled.
J. Gray would like to review the information before it is given to Wm.
Noyes at which time he will audit the information with a representative
from FEMA.
District #2 Administrator, F. Roberts was thanked for his attendance at
the meeting.
5. OTHER BUSINESS
A. Notification has been received that there will be an Environmental
Compliance Workshop for Auto Salvage Operators in Brattleboro on June
27th at the Holiday Inn. The workshop will be from 7:45 a.m. - 10:30 a.m.
Registration is required.
B. P. van Loon commented on the meeting of the Village Enhancement Committee
of 05/30/02 where they will be discussing a mini-grant received for the
entrance to Williamsville Village. His concern is that they be made aware
of the uniformity that the Board is attempting throughout the community
for signs to be used. He will speak, as an individual, to one of the representatives
of the committee.
C. There was some discussion regarding the Williamsville Hall. J. Gray
expressed concern about some proposed plantings in front of the hall and
that consideration should be given to the location of the well. He also
mentioned that one of the last renters of the hall left some chairs in
back of the entry door that goes toward the lift. All access points should
be left open.
D. Notification has been received of the Windham Regional Commission Cross-Town
Talks and Workshops to be held during the month of June.
6. ADJOURNMENT
