Board of Selectmen Meeting Minutes

MINUTES - EMERGENCY MEETING OF THE BOARD OF SELECTMEN
MAY 23rd, 2001
NEWFANE TOWN OFFICE

Any and all corrections to the following minutes will be made at the 06/07/01 Board of Selectmen's Meeting and are considered unapproved until then. Corrections will be noted in the minutes of that meeting.

PRESENT:
Selectmen: Mike Rohan, Jesse Anderson, Fred Bacon, and Lynn Bedell.
Absent: Richard Marek.
Also Present: Gary Katz, Lister, Gunther Garbe, Planning Commission and Doris Knechtel, Administrative Assistant.

1. CALL TO ORDER
The Emergency Meeting was called to order at 7:00 p.m. by Chairman Mike Rohan.

2. FINAL REVIEW OF REAPPRAISAL REQUEST FOR PROPOSAL
A copy of the most recent Reappraisal Request for Proposal was sent to R. Russell Rice, Certified Appraiser, for his review and suggestions. His suggestions were compiled by L. Bedell and were given to Ted Schreyer for his review and comments. The comments from R. Rice and those of T. Schreyer were reviewed and discussed by the Board members. Most of the suggestions will be incorporated within the Request for Proposal before it is sent to perspective bidders for a town-wide reappraisal. Only one suggested as listed as General Requirement 1 will not be included. The Board also decided to have the professional appraisers go through the Tax Appeal process through the BCA level. G. Katz inquired about the latitude of the BCA and if a BCA decision could undermine the entire appraisal process. Board members explained the appeal process to the BCA and the set of criteria to be followed. It is not anticipated that the town-wide reappraisal would be compromised by the BCA tax appeal process.

Motion was made by L Bedell and seconded by M. Rohan to incorporate the additional changes to the Request for Proposal for the Year 2003 Town-Wide Reappraisal into the document and send it out to perspective bidders as well as advertising the request in the Brattleboro Reformer, the Rutland Herald and the Burlington Free Press. Unanimous.

3. OTHER BUSINESS
Gunther Garbe, Newfane Planning Commission member, spoke briefly with the Board about the status of the Zoning Bylaw revisions. He indicated that there are a few more pages to be completed and then the PC will have the document reviewed by VLCT and possibly Attorney Ray Perra. It is hoped that the document will be available for the Board in mid-September after the PC Public Hearings.

4. ADJOURNMENT
Motion was made by J. Anderson and seconded by L. Bedell to adjourn the Emergency Meeting at 7:40 p.m. Unanimous.
