MINUTES - SPECIAL MEETING OF THE BOARD OF SELECTMEN
MAY 9th, 2000
NEWFANE TOWN OFFICE
PRESENT:
Selectmen: Mike Rohan and Richard Dowley
Absent: Jesse Anderson, Lynn Bedell and Carter Van Iderstine.
Also Present: William A. Noyes, District #2 Technician, Michael Fitzpatrick, James Gray, Road Foreman and Doris Knechtel, Administrative Assistant.
1. CALL TO ORDER
The Special Meeting was called to order at 10:07 a.m. by Chairman Mike Rohan.
2. RIVER ROAD (TH#15) REPAIRS
The narrow sections of River Road (TH#15) were reviewed by those present. Recent storms have further eroded portions of the road embankments. Repairs are needed to be done in the very near future. Contractor M. Fitzpatrick has suggested laying stone up dry to form a wall with a slight slope, which has been done in the past on one section and it has held up well. The lower rocks are large and tie back in under the road surface. Wm. Noyes felt that this would help to stabilize the road bed and the bank. M. Fitzpatrick also suggested lining the ditch with stone on the road side opposite the river where the water ponds and putting in some drains. Wm. Noyes indicated that a culvert would be better than using drain pipes because of long term maintenance considerations. The stone to be used will either come from the River Road (TH#15) relocation project or from the NJM Realty Limited gravel pit at the southern end of TH#15. M. Fitzpatrick will check with Act 250 about the removal of the stone from the road relocation project which is closer to the proposed road stabilization project.
M. Fitzpatrick indicated that he is available to begin the project the week of May 22nd. River Road (TH#15) from the intersection with Radway Hill Road (TH#4) to Winchester Stables, will be closed to traffic during the construction time, which could take one or two weeks, with the road being open during the weekend. He would start with the worst section first. This project would be considered an emergency situation. In the sections to be repaired, there is not room for two vehicles to meet. The improvements will add additional width to allow for the installation of bandrail for safety protection. J. Gray would prefer posts to bandrail. Wm. Noyes indicated that posts would be considered substandard. Costs to include the renting of the equipment and cost to blast the stone to be used, plus the trucking time. There was also discussion of shaving back some corners to improve sight distance. J. Gray would also like to make improvements on Upper River Road (TH#15) where there had been a serious accident involving C. Record a few years ago.
At a previous meeting with Fred Nicholson of Stream Alterations, he indicated that if the project does not extend into the river, no permits will be needed from ANR. It was noted that there is $40,000 in the Capital Plan for this FY 2000 for road engineering and construction for River Road (TH#15) and Depot Road (TH#2). Wm. Noyes suggested that the Board complete as much as they can with the money available. No firm estimates were given for the total project.
3. OTHER ROAD BUSINESS
A. Wm. Noyes indicated that final design plans are needed for the River Road (TH#15) relocation of intersection with Radway Hill Road (TH#4) for him to look at before he can make a decision on the project and whether it will work as proposed or not. He can do the design for the town but it is not on the top of his priority list. It was suggested that maybe the proposed road project be deeded to the town by the current property owner. The change in the intersection is considered a benefit to the town. Frank Malnati from the state called recently inquiring about the existing intersection in relationship to the Brookline/Newfane bridge project (BR#19) being inadequate. He felt that it would be to the towns advantage to change the intersection.
B. DRAINAGE PROPOSAL FOR WEST STREET (TH#1) Wm. Noyes will issue his comments in writing on the Newfane Village drainage plans prepared by Stevens and Associates. The HDPE pipe shown on the private property does not meet the standards. The drain pipe should be fifteen inches (15") and not twelve inches (12") as shown on the plans. The sidewalk plans shown also do not meet the standards. He will provide a copy of the sidewalk standards required. The Board will be meeting at 6:30 p.m. on May 18th at the sight to review the village drainage plans again.
