05/15/03 Board of Selectmen's meeting and are considered unapproved until
then. Corrections will be noted in the minutes of that meeting.

- SPECIAL MEETING - BOARD OF SELECTMEN
MAY 8th, 2003
PARISH HILL ROAD (TH#26) & SOUTH WARDSBORO ROAD (TH#1)
PRESENT:
Selectmen: Piet van Loon, Gorty Baldwin, Priscilla Cotton, Gary Katz,
and Chris Williams.
Also Present: George Childs, James Gray as Road Foreman, and Doris Knechtel
as Administrative Assistant.
1. CALL
TO ORDER
The special meeting was called to order by Chairman Piet van Loon at 5:00
p.m.
2. REVIEW THE KNOLL ON PARISH HILL ROAD (TH#26) NEAR THE FOUR CORNERS
The Board did receive a petition to look into fixing the knoll to the
south of the four corners on Parish Hill Road (TH#26). Chairman van Loon
asked those in attendance if anyone had any suggestions for improvements
to the road way. G. Katz felt that there had been only one accident there
that was the result of driver error. The area is well signed. There are
other blind spots in town that are not any more or less dangerous then
this area.
C. Williams suggested that it may help to fill in the southerly portion
of the sag up to three feet for a better sight distance. J. Gray indicated
that it may require that band rail be put in. J. Gray suggested cutting
back on the easterly side of the road to add to the width, which is only
seventeen feet currently. A utility pole would need to be moved and the
town would have to talk with the landowner. There is ledge in the area
of the knoll.
The Board members and the RF and AA proceeded to the next site.
3. REVIEW AREA ON SO. WARDSBORO ROAD (TH#1) THAT HAS BEEN PROPOSED FOR
IMPROVEMENTS
The discussion of the improvements for the widening of South Wardsboro
Road (TH#1) in the area of the former Lynne August (Anderson) property
has been going on for a few years. (1997) Three utility poles have been
moved by CVPS at the request of the town. The proposed project is on the
town’s working capital plan.
There is a portion of an old stone wall that would be involved in the
project. To widen the travel portion of the road section in question to
eighteen feet plus a ditch it was felt that the work could be done by
the highway crew to shave back the road and remove some stumps. The center
line would need to be determined. J. Gray was asked to stake out where
the improvements should be made and what would need to be removed. Consideration
needs to be made for the steep areas of the slope with perhaps a retaining
wall. Permission will need to be granted for slope rights and such from
the landowners.
4. TO TRANSACT ANY OTHER BUSINESS THAT MAY COME BEFORE THE NEWFANE BOARD
OF SELECTMEN
A. P. van Loon spoke with both Mark Younger, of Maple Leaf Painting and
Andy McPhail, of Andy’s Home Care, about the painting of the Williamsville
Hall. He also spoke with a representative at Sherwin-Williams to learn
more about the Sherwin-Williams Duration Paint. The Duration paint is
7 ml as compared to 4 ml of regular paint and is guaranteed for the time
that the property owner owns the building. Each of the bidders have good
references.
Motion was made by G. Katz and seconded by C. Williams to award the bid
to Andy’s Home Care for the painting of the Williamsville Hall in
white with the understanding that the amount of the bid will increase
to cover the additional cost of the use of Sherwin-Williams Duration paint.
Unanimous.
B. At the meeting of May 1st the Board discussed changing the meeting
time of the regular Selectboard meeting’s to begin at 6:30 p.m.
but no motion was made. Motion was made by G. Baldwin and seconded by
P. Cotton to begin the regular meetings of the Selectboard at 6:30 p.m.
instead of at 7:00 p.m. Unanimous.
5. ADJOURNMENT
Motion was made by P. Cotton and seconded by G. Baldwin to adjourn the
Special Meeting of the Board at 6:00 p.m. Unanimous.
