MINUTES - SPECIAL EMERGENCY MEETING OF THE NEWFANE SELECTBOARD
APRIL 4th, 2005
NEWFANE TOWN OFFICE
PRESENT:
Selectmen: Piet van Loon, Gary Katz and Dan DeWalt.
Absent: Priscilla Cotton and Patricia Halloran.
Also Present: Edward J. Druke, Sr., Newfane Emergency Management, Kurt
Bostrom, Road Foreman and Doris Knechtel, Administrative Assistant.
1. CALL TO ORDER
The Special Meeting was called to order at 10:50 a.m. by Chairman Piet
van Loon.
2. REVIEW OF DAMAGE DUE TO FLOOD EVENT OF APRIL 2 AND 3, 2005
During the recent rain storms of April 2nd and 3rd, several roads within
Newfane were damaged by heavy rains and high water. A list of flood damaged
roads was provided by Kurt Bostrom and Edward Druke. On Sunday April 3rd,
the town Emergency Management Committee, the Chairman of the Selectboard,
Piet van Loon , the Road Commissioner, Gary Katz, Red Cross Chairman,
David Hannum and Steve Jones, Chief of SN/WFD met at the NewBrook Fire
House to review the flood damage. The town highway crew worked from 6:30
a.m. until 8:00 p.m. on Sunday to make most of the flood damaged roads
passable.
Motion was made by D. DeWalt and seconded by G. Katz to notify VTrans
District #2 and Vermont Emergency Management about the anticipated costs
for repair of Newfane's town roads during the recent heavy rains of April
2nd and 3rd, 2005. Unanimous. K. Bostrom will contact District #2 and
E. Druke contact the state.
There was discussion of mitigation measures to be considered on Newfane
Hill Road (TH#20), Upper Spring Hill Road (TH#23) and Loop Road (TH#76).
Hydraulic studies will need to be done by District #2 to receive funds
for mitigation measures.
The supports for Bridge #47 on Hunter Brook Road (TH#32) that were put
in by Ralph Paradis have been removed by the high waters. Ralph Paradis
will be contacted about coming before the Board to discuss any future
liability and responsibility if new supports are to be installed.
3. OTHER BUSINESS THAT MAY LAWFULLY COME BEFORE THE BOARD
(1) Sheriff's Department - Billing Details - Selectboard members received
a list of proposed details to be to be included with future billing details
from the Sheriff's Department. Board members questioned the reasoning
for not breaking down the time in more detail instead of just morning
(6am-noon), afternoon (noon-6pm), evening (6pm-midnight) and night (midnight-6am).
The board would like to see it broken down by the hour. "Providing
more detailed time information would undermine the effectiveness of the
patrol." needs further explanation from the WCSD.
4. ADJOURNMENT
Motion was made by G. Katz and seconded by D. DeWalt to adjourn the Special
Emergency Meeting at 11:13 a.m. Unanimous.
