minutes will be made at the 01/13 /05 Board of Selectmen's meeting and
are considered unapproved until then. Corrections will be noted in the
minutes of that meeting.
MINUTES - SPECIAL MEETING - BOARD OF SELECTMEN
JANUARY 4th, 2005
NEWFANE TOWN OFFICE
PRESENT:
Selectmen: Piet van Loon, Carleton Chaffee, Priscilla Cotton and Gary
Katz
Absent: Chris Williams
Also Present: David Clarkson and Doris Knechtel as Administrative Assistant
1. CALL TO ORDER
The regular meeting was called to order by Chairman Piet van Loon at 3:30
p.m.
2. BUDGET SESSION
A. EXPENSES
Appropriations - The discussion began with the social services appropriation
request section of the budget. G. Katz suggested that there be a special
article to form a committee to review the special appropriation requests
and make recommendations to the Selectboard. The town is facing a substantial
increase in the request for Rescue Inc. to serve the entire town of Newfane.
It has been suggested that the amount be $11.25/capita or $18,900, but
the final amount has not yet been determined. The ambulance service will
be taken out of special appropriations and put under public safety. G.
Katz suggested a modest across the Board reduction for the amounts requested,
with the exception of the local volunteer fire departments. The majority
of the social service appropriation requests have been level funded. Motion
was made by G. Katz and seconded by P. Cotton to consider the idea of
reducing the special appropriations by 5%. Three votes in favor. Motion
passes. The request letters will be reviewed to determine the uses of
the individual services by Newfane residents.
Law Enforcement - The Board agreed to level fund the Windham County Sheriff's
Department budget line item at $17,500 and to increase the Vermont State
Police to $6,500, up from $5,000.
General Budget - Connecticut River Transit has submitted a new request
for $750. Motion was made by G. Katz and seconded by C. Chaffee to require
a petition for an article to be placed on the warning. Three votes in
favor. Motion passes. A petition requires 5% of the registered voters
or 70 signatures. Budget numbers will be presented to show a total bottom
line using two different percentage increases for the employees.
B. CAPITAL - To be discussed at the next budget meeting.
C. REVENUES - Board members reviewed the anticipated revenue line items
and increased the amount of income by $7,350 over last year's estimates.
This will help in the overall estimate of taxes to be raised as well as
any increases in the proposed Grand List.
3. TO TRANSACT ANY OTHER BUSINESS THAT MAY LEGALLY COME BEFORE THE MEETING
(1) G. Katz will work on a draft Selectboard report for the Town Report.
(2) P. van Loon spoke about reflective inserts on sign posts that may
be effective, especially on the 25 mph signs. The cost is $27.50 for each
insert.
4. ADJOURNMENT - Motion was made by P. Cotton and seconded by G. Katz
to adjourn the Special Meeting of the Board at 6:05 p.m. Unanimous.
